Contract period: Immediately until September 2024 with a possibility of renewal


BACKGROUND


The spillover of infectious agents from animals to humans in recent decades has had a significant impact on the health of humans, animals, and our environment. To minimize the impact of future pandemic threats, the Philippine One Health University Network (PhilOHUN) was established in 2019 with support from the United States Agency for International Development (USAID) and Southeast Asia One Health University Network (SEAOHUN) to develop a resilient and competent One Health workforce to effectively prevent, detect and respond to infectious disease threats by leveraging education, research, and training excellence provided by member universities.


Since its establishment, PhilOHUN has a network membership for 11 universities in across the country and counting. Further, it is an organized group of Philippine universities whose mission is to build a strong and sustainable One Health university network that collaborates across sectors to improve health for all. Along with our fellow country networks in Southeast Asia, we strive to develop a resilient and competent generation of One Health workforce by implementing various educational


activities to raise awareness on the One Health perspective for specific health-related issues. Moreover, it is our goal to forge partnerships with various national government agencies (NGAs) and development organizations to embed One Health-related activities into their specific programs.


Currently, PhilOHUN is implementing the Global Health Security (GHS) project with support from the United States Agency for International Development and the Southeast Asia One Health University Network. As such, a Program Officer is needed to assist in implementing the GHS project, which has been renewed in September 2023. DUTIES AND RESPONSIBILITIES


Under the overall supervision of the Program Manager, the Program Officer will assist PhilOHUN in managing all projects implemented in the Philippines and will be a focal person for monitoring, evaluation, learning (MEL) in the Philippines. S/he will undertake the following tasks:

  • Assist in the daily management of projects implemented in the Philippines throughout the project’s cycle to ensure successful delivery of the project’s outputs and progress towards the outcomes. The projects include, but not limited to, the Global Health Security (GHS) project and the USAID One Health Workforce – Next Generation (OHW-NG) project.

  • Assist the PhilOHUN Country Coordinator and Program Manager in the development of work plan and budget of projects.

  • Assist in implementing all projects, including working closely with the SEAOHUN Finance and Administrative Officer to ensure efficient management of funds.

  • Provide technical support when needed to enhance the capacity of PhilOHUN member Universities and other partners to develop and manage its activities.

  • Contribute to the development of progress reports, including semi-annual and annual reports.

  • Contribute to communication activities and the efforts to increase organizational visibility.

  • Coordinate and maintain effective working relationships with One Health stakeholders in the Philippines.

  • Support in facilitating management meetings within PhilOHUN and support coordination of global-level activities.

  • Perform other tasks as assigned and needed for successful program implementation.



QUALIFICATIONS AND REQUIREMENTS

  • Bachelor’s degree from a recognized college or university. Graduate degree an advantage.

  • A minimum of three years of progressive work experience in project management, preferably in health-related areas, and one year in monitoring, learning, and evaluation (MEL).

  • Practical experience coordinating and providing technical support to government agencies, intergovernmental agencies, academic universities, or NGOs.

  • Excellent relationship management, interpersonal, and teamwork skills, with proven ability to liaise, consult and negotiate with a wide range of multi-disciplinary stakeholders, including external agencies and service providers.

  • Experience with USAID-funded projects is highly desirable.

  • Strong analytical and problem-solving skills.

  • Self-starting, ability to take initiatives and to work with minimal supervision.

  • Proven effective communication skills in English, both in written and orally.

  • Skills in Microsoft Office/Google, email, and Internet navigation are required.

  • Willingness to undertake travels within the Philippines.
